Yes - it transfers well to the harp! Sadly, Beethoven wrote only three pieces that used that instrument.

Beethoven uses the harp in his ballet The Creatures of Prometheus, Op. 43. He also uses it in the Romanze of Leonore Prohaska, WoO 96. Finally, there are the 6 Variations on a Swiss song, WoO 64 (this is for piano or harp).

For some strange reason, two items from WoO 96 (including the Romanze) seem to be omitted from a number of "Complete Editions". I can't understand why as the Romanze is one of Beethoven's most beautiful songs. I have found it only on the DGG set. (It's also on a single CD, included with B's incidental music for "The Consecration of the House".)
