    Remarkable. The passage is in B. As the timpani could not provide the F# then Beethoven gives it the sensible (7th degree). But the enharmonic change is justified as else he would have to write the passage in Cb. What I don't understand is why Brahms in his symphonies, don't remember which one, writes the horns with sharps while the rest of the orchestra is written with flats. It makes it so difficult to read!
