Help on 5th Symphony

I am a student in a music history class and an essay on an upcoming exam is why in the 2nd theme of Beethovens 5th symphony, it is introduced by bassoons not horns? any help with this would be very much appreciated. thanks alot!!

Introduced by horn, followed by violins, then clarinets, then flutes.
